Frank Muller has a 34 year career in environmental, energy and land use policy in Australia and the United States in government, universities, private consulting and the community sector. Frank currently lectures, writes and advises governments and business on climate change and sustainable development. He is also a Commissioner of the National Transport Commission and a Director of the consumer organisation Choice.

Prior to joining the Institute of Environmental Studies Mr Muller headed greenhouse and sustainable development policy in the New South Wales Government, at The Cabinet Office (1999-2002) and Premier's Department (1998-99). He oversaw the development of world-leading strategies on cleaner vehicles, electricity greenhouse benchmarks and carbon trading.

From 1990 to 1997, Mr. Muller worked in Washington, DC as Executive Board Member and Visiting Scholar at the Center for a Sustainable Economy (1996-97) and Director of Policy Research at the University of Maryland's Center for Global Change (1990-96). He investigated global and regional environmental issues and their relationship to economic development and social justice. His work included studies of environmental and energy taxes, renewable energy policy, utility regulation, and jobs and the environment. He served on the Economic Development and Jobs Working Group of President Clinton's Council for Sustainable Development and advised the White House and several State Governments on environmental tax policy.

Mr. Muller was also a Senior Special Fellow of the United Nations Institute for Training and Research, where he helped design and conduct a training program for developing countries on the U.N. Framework Convention on Climate Change. He assisted the governments of Vietnam, Zimbabwe and Lithuania to develop national strategies to implement the convention.

In Australia, Mr. Muller also has worked as an environmental planner in state government, a senior policy adviser to a federal minister, and founder and manager of a non-profit environmental organization.

Mr. Muller has a Bachelor of Science from the Australian National University and a Master in Public Administration from Harvard University. He is also a graduate of the Australian Institute of Company Directors.
